発展/拡張には長期計画が必要だ。

今日の世界規模の経済不況下では、現在の問題のことだけ考えるのは簡単だ。しかし本当の発展には長期にわたる過程が必要だ。直近の問題解決に奮闘する間に、長期的な視点を見失わないようにしよう。
さらなる考察を生むよう以下にとりとめのない考えを述べる。

日本、中国、アメリカ、インド、そしてオーストラリアは、すべてアジアにおいて重要な国々である。
中国には中国の将来の発展を支援している海外に住む中国人がたくさんいる。何世代も外国に住みながら、そうしたたくさんの中国人は依然として自分たちを中国人だとみなし、本国とビジネスをし、本国へ投資している。

中国は近代化を続けている。しかし10年たっても日本、アメリカそしてカナダなどの先進国との格差を解消することはないだろう。

10年後、日本は依然としてアジアで最も近代的な国だろう。
日本はアメリカに進出したが、中でもとりわけハワイに向かった。中国はかなりの輸出ビジネスをしており、ニューヨークには中国銀行があるが、日本のようにはアメリカに進出していない。
日本のアメリカ進出史を少し見てみよう。

1886年(明治19年)、日本には近代化と拡張(進出)の戦略があった。アジアの外に進出する最初の大規模な試みはハワイに労働者を送ることだった。当時「ハワイ熱」が日本の労働者を高揚させた。

ハワイに来た大部分の日本人は4県出身の農民に限られた。それは広島と山口の両県、福岡と熊本の九州の両県である。特定の村出身の農民が、ハワイの同じ大規模農園で一緒に働くことになるのが普通だった。都市部出身者は志願できないというのが規則だった。

契約が切れると約3分の1が日本に帰国した。約3分の1がアメリカ本土に渡った。そして残りがハワイに残った。やがてハワイの人口の40%が日系となった。

日本の村役場では、ハワイで生まれた次の世代の日本人の名前を登記することがしばしば続けられた。
1886年(明治19年)、ハワイ王国と日本国は、ハワイ王国が雇用した、ハワイの大規模農園で働く日本人労働者の生活水準と賃金水準についての条約を結んだ。

1898年(明治31年)、アメリカ軍部には2つのことに注目する人々がいた。真珠湾はすぐれた港であること。そして日本人進出によって日本人がハワイを支配することになるかもしれないことだった。大日本帝国についての彼らの懸念は秘密だったが、その年にアメリカがハワイを併合した理由の一部となっていた。1898年の米西戦争はアメリカに太平洋進出の機会を与えた。ハワイはフィリピンと同様に1898年に併合された。1902年(明治35年)アメリカはサモアのパゴパゴの素晴らしい港を手に入れた。ハワイ併合によってアメリカは自動的に多数の日系人も手にしたが、彼らの多くのはまだ2重の市民権を持っていた。

ハワイに移住した日本人には、尊重され平等に扱われるために長く厳しい道のりを歩まねばならなかった。多くの素晴らしい行いによって賞賛に値する立派な日系アメリカ人がたくさん存在していた。やがて第二次世界大戦が、ついに自分たちの存在を証明する大きな契機となった。この戦争が日系アメリカ人の平等権確立につながる数々の出来事を生み出した。これらの人々はアメリカ人になった一方で、日本という国がそれにふさわしい敬意を得るよう支援した。

そして今日、ハワイ経済はアメリカと同様、日本とも密接につながっている。ハワイの景気循環は両国の景気変動とリンクしている。レヴィンサール&アソシエイツの日本のアメリカ投資研究によれば、1990年に日本はハワイに28億6千万ドルの投資をしている。

ハワイ州観光局によれば、日本人観光客がハワイで使うお金の平均額は1日当たり586ドルで、一方アメリカ本土から来たアメリカ人観光客は119ドルだという。筆者はハワイのゴロつきたちと話したことがあるが、日本人ビジネスマンを好んで強盗の標的にするんだと、彼らは自慢げに言っていた。この犯罪者たちは誰が現金を持っているか知っている。

1985年にはハワイで日本人移住100周年を祝う公式の祝賀行事が行われた。この祝賀行事はカンヤクイミンと呼ばれ、ご出席のため裕仁天皇がハワイに来られた。[訳注:ハワイ官約移民100年祭祝賀式典]

1990年代の初めにはハワイに日本文化センターが設立された。最もすばらしい展示は「お蔭様で」がテーマのものだった。ハワイの最初の日本人労働者たちは子孫のために犠牲を払った。彼らは「子供のために」という長い目で物事をとらえたのであった。

我々がこの困難な時代を進んで行く時、"長い目で物事をとらえる"ことを覚えておこう。

Expansion takes long term planning

In today's world wide economic crash it is easy to think only about today's problems.
Real expansion takes processes that take a long time. Let us not lose track of the long term as we struggle with immediate problems.
The following are some rambling thoughts to generate some more thinking.
Japan, China, the U.S., India and Australia are all important nations in Asia.
China has many overseas Chinese to help its future expansion. Even after living in foreign countries for many generations, many Chinese still see themselves as Chinese and do business with and invest in China.
Even though China is modernizing, in the next 10 years it will still not close the gap between China and the top nations like Japan, the U.S., and Canada.
Ten years from now, Japan will still be the most modern nation in Asia.
Japan has expanded into America, especially Hawaii. While China has some export businesses and the Bank of China in NYC, it has not expanded into America like Japan
Let us review a little history of Japan's expansion into America.
In 1886, Japan had a strategy to modernize and expand. The first large experiment to expand outside of Asia was to send workers to Hawaii, At that time "Hawaii netsu"(ねつ) got Japanese workers excited.
Most Japanese who ca me to Hawaii were farmers from village from just 4 prefectures: from the Hiroshima and Yamaguchi prefectures and the Fukuoka and Kumamoto prefectures on Kyusyu. The people recruited from a particular village would usually end up working together at the same plantation in Hawaii. The rule was that recruits were not allowed to come from cities.
About a third of the workers returned to Japan after their contracts expired. About a third went to mainland U.S.A., and the rest stayed in Hawaii. Soon about 40% of the Hawaiian population was from Japan.
Village registers in Japan often continued to record the names of the next generation born to Hawaiian Japanese.
In 1886, the Kingdom of Hawaii and the Kingdom of Japan created an agreement on the standards of living and pay for Japanese workers that the Kingdom of Hawaii recruited to work on Hawaii's plantations.
In 1898, some in the U.S. military noticed two things: Pearl Harbor was an outstanding harbor, and Japan's expansion might end up with Japanese control of Hawaii. Their concerns about Imperial Japan were kept secret, but were part of the reason the U.S annexed Hawaii that year. The Spanish-American War in 1898 gave the U.S. an opportunity for expansion in the Pacific. Hawaii was annexed in 1898, as well as the Philippines. In 1902, the U.S. got the great harbor at Pago Pago, Samoa. The annexation of Hawaii also gave the U.S. automatically a large number of people of Japanese ancestry, many who still had dual citizenship.
  The Japanese who moved to Hawaii had to work long and hard to gain respect and equality. There were many honorable Japanese Americans worthy of praise for their many great deeds. Eventually, W.W.Ⅱ gave them a big chance to finally prove themselves. The war created events that led to equality for Japanese-Americans. While these people became Americans, they also helped the nation of Japan gain the respect they deserved.
Now today, Hawaii's economy is connected to Japan as much as America. Hawaii's business cycles are connected to the ups and downs of both nations. In 1990 according to a Leventhal & Associates study of Japanese Investment in America, Japan had $2.86(U.S.$) billion invested in Hawaii.
According to the Hawaii Visitor's Bureau the average Japanese traveler to Hawaii spent $586/day compared to $119/day by mainland American visitors. This writer has spoken to Hawaiian gangsters, and they bragged that Japanese businessmen were their favorite target to rob. The criminals know who has the cash.
In 1985, an official centennial celebration was held in Hawaii to celebrate 100 years of Japanese immigrations. The celebration was called Kanyaku Imin, Emperior Hirohito came to Hawaii for the celebration.
In the early 1990's, Japanese Cultural Center was created in Hawaii, The most outstanding exhibit had the theme "おかげさまで"("okage sama de"). The first Japanese workers in Hawaii had sacrificed for their children. They took the long view of things ..."こどものために".
As we go through these hard times, let us remember the long view of things.
